Identification Documents and Visa

Passengers are required to to present forms of identifications documents at check-in. 
(Pursuant to Appendix IX - Personal information when traveling by air; Identification documents, tickets, boarding passes, issued together with Circular 14/2026/TT-BCA dated February 03, 2026 of the Minister of Public Security).

1. Passenger travelling on international flights must have the following identification types

- A valid passport, or 
- A valid travel document, or 
- Other documents that are valid for entry and exit as prescribed by law such as separate visa, APEC Business Travel Card, permanent residence card, temporary residence card, citizen’s identity card (if Vietnam and the relevant country sign the treaty or international agreement allowed citizens of a signatory country to use citizenship identification cards instead of using passports in each other’s territories) 
- Children and infants without a passport: full names, date of birth and portrait picture with stamp have to be available in the travel document of the legal representative (father, mother, adoptive father, adoptive mother or guardian)

2. When completing check-in procedures for domestic flights, passengers are required to present one of the following documents or electronic data having equivalent legal validity

2.1. For passengers holding foreign nationality

- Passport (bearing the most recent immigration entry stamp) or an international travel document (bearing the most recent immigration entry stamp) together with documents relating to residence in Vietnam (visa, visa exemption certificate, permanent residence card, temporary residence card, or APEC Business Travel Card), except in cases eligible for visa exemption;
- Diplomatic identity card issued by the Ministry of Foreign Affairs to members of diplomatic missions, consular posts, or representative offices of international organizations;
 - Airport security control card with long-term validity;
- Identification card issued by Vietnamese airlines;
- Level 2 electronic identification account of the passenger;
- In case a passenger loses his/her passport, a diplomatic note issued by the diplomatic or consular mission of the country of which the passenger is a national, or an official letter issued by the provincial Department of Foreign Affairs (certified by the local police authority where the passport was lost) confirming the passenger’s identity and the loss of passport, affixed with a photo and overlapping seal, shall be required. Such diplomatic note or official letter shall be valid for 30 days from the date of certification.

2.2. For passengers holding Vietnamese nationality

- The passenger’s Level 2 electronic identification account;
- Personal information of a child under 14 years of age contained in the Level 2 electronic identification account of the father, mother, guardian, or accompanying passenger on the same flight (passengers who have registered biometric data for aviation procedures may use automated security control gates and automated boarding gates);
- Passport, laissez-passer, Citizen Identity Card, or Identity Card;
- Birth certificate, civil status extract, extract of birth registration (extract of birth information), or written confirmation of civil status information (applicable to children under 14 years of age);
- Certificate of live birth (applicable to children under 02 months of age who have not yet been issued a birth certificate);
- Identification or certification document issued by the People’s Public Security Forces or the People’s Army;
- National Assembly Deputy Card; Communist Party Membership Card; Press Card;
- Airport security control card with long-term validity;
- Identification card issued by Vietnamese airlines;
- Certificate of personal identification certified by a police authority (the certificate must specify: certifying authority; certifying officer; date of certification; full name, date of birth, gender, and permanent residence of the certified person; and reason for certification. The certificate must bear a photo and overlapping seal and shall be valid for 30 days from the date of certification);
- Certification issued by a competent authority confirming that the passenger has just completed the execution of a criminal sentence;
- Certification issued by a social organization for children under the care of such organization (valid for 06 months from the date of certification).
Note: From February 3, 2026, car and motorcycle driving licences shall no longer be accepted for check-in procedures.

3. Passengers who are prisoners, defendants, persons being transferred, extradited, or deported shall, when completing check-in procedures, only be required to present documents issued by a competent authority evidencing the escort. Escorting officers shall present the documents prescribed in Sections 1 and 2.

4. Passenger documents used for air travel as prescribed in Sections 1, 2, and 3 must satisfy the following conditions:

a) They must be originals and valid; or electronic versions having legal validity in accordance with applicable regulations;
b) Birth certificates, civil status extracts; extracts of birth registration (extracts of birth information); written confirmations of civil status information; and certificates of live birth must be originals or certified true copies in accordance with the law; or electronic versions having legal validity in accordance with applicable regulations;
c) Documents prescribed in Sections 1, 2, and 3 shall not be accepted if they do not contain a photograph or if the photograph does not comply with legal requirements, except for: birth certificates; certificates of live birth; civil status extracts; extracts of birth registration; written confirmations of civil status information; documents issued by competent authorities evidencing escort; identity cards issued to children under 06 years of age; certifications issued by competent authorities confirming that the passenger has just completed the execution of a criminal sentence; and certifications issued by social organizations for children under their care;
d) In the case of a Level 2 electronic identification account or an electronic birth certificate, the account must be active and functioning properly at the time of presentation.
